COL James T. (Jim) George (Ret.) is RBI Chairman of the Board and its Acting Director. He is also Founder and Chairman of Management Support Technology, Inc. (MSTI) which he established in 1990 after serving 27 years as an active duty Army officer. As Assistant Comptroller of the Army for Financial Planning at the Pentagon, he led the development of the initial concept for an information system to integrate the Army's programming and budgeting process. Until stepping down from day-to-day operations in 2014, COL George was CEO of MSTI, a Service-Disabled Veteran-Owned Small Business (SDVOSB). MSTI focuses on information solutions and management solutions including program management; information security; financial management; and management consulting. COL George earned a BS from Hampton University, an MBA from the University of Arizona and an Advanced Management Certificate from Pennsylvania State University. He is also a past president of the RMOA Business Association (RBA) and a member of the Board of Trustees of Hampton University.
RADM Anthony (Tony) Watson (Ret.), a graduate of the U.S. Naval Academy, is a 31-year Navy Veteran and a highly experienced corporate executive. He was the first African American to achieve the rank of Rear Admiral in the Navy's Nuclear Submarine Force. ADM Watson was Commanding Officer of the nuclear submarine USS Jacksonville (SSN 699), and commanded a squadron of submarines in Pearl Harbor, HI. Following retirement, he headed two search firms and was CEO of QualxServ Government Solutions, LLC, a leading IT service solution provider. ADM Watson later founded and became CEO of the Alliance Leadership Group (ALG), an Arlington, VA, firm that helps companies improve their profits by leveraging alliances with other individuals and teams. ADM Watson chairs the Business Roundtable of the RMOA Business Association.
COL Frank Francois III (Ret.) is Owner, President, and CEO of Service Disabled Veteran Enterprises, Inc. (SDVE), in Alexandria, VA. SDVE provides business solutions and goods to DoD. COL Francois is also founder and President of Affiliated Industries, Inc., (AII), which provides executive consultants, industrial services, field services, exclusive representation, management services, and manufacturing. Prior to retiring from the Army, he was the chief executive and Commander of the largest ocean terminal in the US military, with over 2,500 personnel assigned and an annual budget of over $125 million. COL Francois holds a BS from Southern University, an MS in International Relations and advance coursework in business marketing, DoD contracting, international law, and other business areas. COL Francois is also a past President of the RMOA Business Association (RBA).
MAJ Patricia (Pat) Williams (Ret.) is President/CEO of Omega Security International, LLC (OSI), a Woman Owned, Veteran-Owned, Service Disabled certified company. Founded in 2008 and headquartered in Arlington, VA, OSI is a leading provider of information technology, engineering, logistics, and professional services and solutions. Ms. Williams was President/CEO of OSI's predecessor, Omega Technologies, Inc. She is also Owner/CEO of Southern Pride Regional Enterprises, LLC (SPRE), a telecommunications and data security firm Southwest Georgia, and Owner of Southern Pride Renewable Energy, LLC, an alternative energy company. Ms. Williams has received numerous awards for her business acumen and technology leadership. She has an MBA in Business/Marketing from Butler University.
COL Alfred (Al) Elliott III (Ret.) is Senior Director of Federal Intelligence Programs at MCF Federal LLC. A member of the Military Intelligence Corps Hall of Fame, COL Elliott is credited with identifying and acquiring state-of-the-art intelligence systems needed for collection support throughout Europe. He is an expert in planning, programming, budgeting, and budget execution; strategic planning; cost analysis, cost scheduling and earned value management; studies and analysis; risk management; scenario development; and cyber policy and governance. COL Elliott has managed the Federal Departments and Agencies Business Sector for MCR. He has an MBA in Organizational Leadership and is a PhD candidate in that field. COL Elliott has served as a Senior Subject Matter Expert in Strategic Planning, Intelligence, and other business fields.
Mr.Ted Adams III is President and CEO of Unified Industries Incorporated (UII), a global company headquartered in Springfield, VA. Founded in 1970, UII delivers expertise in logistics, engineering, training, information technology, metrology, calibration, and quality assurance. Mr. Adams has managed merger, acquisition, and joint venture assignments for multinational industrial clients in the U.S., the Middle East, Asia, Africa, Australia, and Europe. He has broad knowledge and hands-on experience with manufacturing operations, industrial economics, tax consequences, and accounting implications. Mr. Adams graduated from the Owner and Presidents Management Program (OPM) at Harvard Business School and holds an MBA from the University of California at Los Angeles, Anderson School of Management.
Ms. Nicole Priester, PhD is President, and CEO of Encore Solutions, Inc. (ESI), an Economically Disadvantaged Woman-Owned Small Business, 8(a) firm, and Disadvantaged Business Enterprise. ESI provides international solutions in the areas of Program Management; Information and Communications Technology; and Global Security and Infrastructure Support. Ms. Priester is an award-winning corporate executive and a recognized industry leader. Among her many honors, she received the SBA Administrator’s Award for Excellence and was profiled in Minority Enterprise Advocate magazine and in Diversity Business magazine. Prior to founding ESI, Ms. Priester was a Vice President at Armstrong Data Services, Inc. She has a BS from Southern University, a Master's degree in Organizational Management, and PhD in Business and Technology. Dr. Priester is the current president of RBA.
MG Roger Blunt (Ret.) is President and Managing Member of Essex Construction, LLC, an SDVOSB founded in 1982 and headquartered in Upper Marlboro, MD. Essex Construction is an industry leader in commercial, institutional, and high-rise residential construction projects. GEN Blunt is also President and Owner of Tyroc Construction. For over 30 years, GEN Blunt has exercised technical supervision and executive oversight in the successful completion of more than $500 million in construction value. A registered Professional Engineer and a West Point Graduate, GEN Blunt holds two Masters Degrees from the Massachusetts Institute of Technology and the Doctor of Public Service Degree from the University of Maryland Eastern Shore. He is also a 2001 laureate of the Washington Business Hall of Fame. He is also a past president of RBA.
Mr. Michael Osinski is the Office Managing Partner of the Tysons, VA, office of Dixon Hughes Goodman LLP (DHG). The largest CPA firm in the southern U.S., DHG provides audit, tax and accounting services, as well as consulting and management advisory services. An award-winning CPA, Mr. Osinski has served as a tax expert at national public accounting firm and several large local firms. He speaks and lectures frequently at conventions and business meetings (including those for RBI and the RMOA Business Association) on topics such as financial, tax, retirement, and estate planning issues. Mr. Osinski's specialties include tax planning for businesses and individuals, estate planning, real estate, and other professional services. Mr. Osinski earned a BS degree from Eastern Mennonite University.
LTC Kevin Jennings (Ret.) is President/CEO and a founding partner of Millennium Corporation, an SDVOSB. Launched in 2004 and headquartered in Arlington, VA, Millennium Corporation provides cybersecurity full lifecycle solutions; portfolio, program, and project management services; information technology consulting, and facility services. A 22-year veteran member of the Army Acquisition Corps, Mr. Jennings was responsible for cost, schedule, and performance of a $1.3 billion Research and Development and Production program. He has more than 20 years of senior-level experience in program management, strategic planning, and operations. Kevin holds a B.S. from Virginia State University, a M.S. from Florida Institute of Technology, and is DAWIA Level III certified in Program Management and a Lean/Six Sigma Black Belt, making him a proven authority in technical and managerial proficiency.
LTC Norris Middleton (Ret.) is President and CEO of Management Support Technology, Inc. (MSTI), an SDVOSB, SBA-certified Small Disadvantaged Business (SDB) located in Fairfax, VA. A 20-year Army veteran, Mr. Middleton succeeded COL James George as MSTI's CEO. MSTI focuses on information management, financial management, program management, electronic records, and consulting management. LTC Middleton has over 35 years of professional experience in corporate operations, project management, systems engineering and integration, design, development, life cycle methodologies, testing, and documentation. After retiring from the Army, he worked for General Electric, CONTEL, and several other businesses before joining MSTI in 1998. Mr. Middleton has a BS from Hampton University and an MBA from Long Island University.
